We are proud to release our Annual Report 2025, reflecting on another year of progress in the protection of missing children across Europe. The report highlights the launch of Europe’s first Scientific Advisory Board on Missing Persons, our prevention campaign, ICCAP, and continued growth across our network, all in pursuit of our mission: Zero Missing Children.

AMBER Alert Europe’s network has grown to 85 participating organisations across 29 countries, including ministries of the interior, police academies, NGOs, and universities. A central highlight of the year was Friend or Monster?, our campaign launched for International Missing Children’s Day that reached families in 29 countries and 11 languages, helping parents, teachers, and caregivers spot early warning signs of sexual abuse so they can step in before a child goes missing.

On the policy front, AMBER Alert Europe’s Chairman joined DG HOME’s CERIS event on missing persons as a panellist, while the Foundation maintained close engagement with the European Commission, Parliament, and Council. We also continued to advocate for a dedicated EU framework that strengthens cross-border protection.

As an official CEPOL Framework Partner, the Foundation worked closely with the EU’s law enforcement training agency throughout the year, including preparations for a new series of webinars on missing-person investigations launching in 2026. The International Cold Case Analysis Project (ICCAP) also continued to grow, opening its eleventh round with more than 300 students worldwide. The team representing ICCAP also won the Dutch Police and Public Prosecutor’s Office Hackathon for the second year running.

Another significant milestone of the year was the launch of Europe’s first Scientific Advisory Board on missing persons, with founding members from Germany, Belgium, and the United Kingdom bringing new academic depth to the Foundation’s work.
